We are looking to recruit a Head of Compliance who will lead a culture of Health and Safety taking responsibility for ensuring compliance (gas, electrical, legionella, asbestos, fire safety, lifts etc.) across Reside’s housing and corporate assets, ensuring it complies with all statutory regulations, Approved Codes of Practice (ACOP), official guidance standards and best practice. The post holder will work with the Head of Maintenance to ensure that a robust performance management system is implemented to ensure effective compliance is achieved.

The post is Reside’s specialist advisor and budget manager for compliance and will manage a team of Compliance Officers. For an initial time period an External Consultant, currently Ellis Whittam, will act as the “Competent Person” whilst under contract.

To ensure effective data management systems, policies, processes and programmes are in place to provide assurance of ongoing statutory and regulatory compliance and delivery within budgets whilst providing for a high level of internal and external customer satisfaction

Key tasks, duties and accountabilities of the post Main Areas of Work

  • To manage the core compliance service for the portfolio and monitoring KPI’s
  • Keep excellent data records and audit trails – producing detailed compliance reporting for board level and senior management meetings
  • To ensure that Reside’s landlord compliance responsibilities are complied with in respect of properties where there is no maintenance responsibility
  • To lead on the development of the compliance schedule for the portfolio
  • To develop and regularly review property related compliance policies and procedures in line with legislation and industry best practice.
  • To lead on the effective management of statutory compliance, ensuring all regulatory and legislative responsibilities for gas, electrical, asbestos, fire safety, legionella, and other associated mechanical and electrical services are delivered.
  • To develop and produce regular assurance reports for senior managers and Board covering all areas of performance, processes, procedures and statutory compliance responsibilities.
  • To convene and administer regular Health and Safety Committee meetings with Executives and Heads of Departments
  • To be responsible for ensuring that financial controls are being adhered to and followed, monitoring budget expenditure and reporting variances.
  • To propose, implement and manage the most effective models for the compliance of properties for which Reside is responsible and procure contracts to deliver the required services.
  • To keep up to date on current trends in compliance best practice and legislation and provide necessary information and advice to staff, contractors and stakeholders on
  • ensuring compliance is effectively managed to current standards and taking action dependant on the nature of any failure to meet a specific standard.
  • To manage compliance related risks within the strategic risk register and also prepare and monitor a compliance risk register.
  • To be responsible for ensuring complaints are dealt with promptly and in line with the relevant policies and procedures.
  • To monitor contracts for works and services, holding regular meetings with key contractors
  • To work with colleagues in relation to the management of contractors on site.
  • To act as the investigating officer for complex safety incidents and take a lead role in the investigation of incidents. Rarely, support sites as the ‘on call’ tactical expert in emergency situations which may involve out of hours’ working.
  • To champion technically enabled solutions to workflow and data management, seeking continuous improvement in systems management


Performance

  • To regularly challenge service provision to ensure it complies with best practice and use customer feedback to ensure excellence in service delivery.
  • To produce regular performance monitoring reports for all relevant work streams. Identify actions needed to improve performance when necessary.
  • To undertake regular spot checks and audits of the work of the Compliance Officers.
  • To take a lead role in maintaining and increasing customer satisfaction by ensuring service standards are achieved. Regularly review the service with customers to improve the quality of service provision.
  • To ensure that routine annual checks undertaken by the Tenant Support Officers are developed and undertaken on time and to standard. 

Information and training

  • Ensure effective development and provision of information, advice, assistance and guidance on a full range of health, safety and compliance matters, including legal compliance, risk assessment, and fire protection and prevention.
  • To provide Health and Safety advice, offer coaching and practical support to managers and staff. To set up and monitor training compliance for all staff.
  • Financial Management
  • To review and approve contractor applications for payment.
  • To undertake procurement exercises including drafting specifications and tender documentation. Contribute to and participate in Business Management meetings as appropriate.


People Management

  • To providing vision and leadership to your team by managing people, performance, development and resources effectively and in line with relevant policies and procedures.
  • To undertake all aspects of staff management and development including monitoring and addressing quality standards and performance issues.
  • To ensure systems of management control are operating in order that work is performed efficiently, effectively and safely.
  • To deliver team meetings and briefings and to attend relevant training courses when required.
  • Relationship and Partnership Management
  • To be lead a responsive and collaborative partnership approach with all our stakeholders including our tenants and their families, social care support providers, commissioners and contractors.


Other

  • To follow all policies and procedures in accordance with the role and attend Mandatory training when requested.

  • To carry out any other duties which may be, from time to time, requested by the Executive, commensurate with the position.
