About Us:

Our support services help the whole council work to the best of their ability. They include the Council's Operations department (including Customer Access and Corporate Health and Safety), Human Resources, IT, Financial Management, Corporate Property, Audit, Fraud, Risk and Insurance.

The Role:

An exciting opportunity has arisen in the Council for a Head of Corporate Health and Safety. You will provide leadership to the Corporate Health and Safety Team, advising the Chief Executive, Executive Management Team and Directors on the implementation of health and safety legislation and strategies to improve health, safety and wellbeing, ensuring the Council complies with its health and safety obligations.  The role will report to the Director of Operations in the Resources and Assets Executive Directorate.

The successful candidate will be responsible for carrying out a wide range of health and safety functions, including establishing corporate strategies, ensuring the development and implementation of a robust safety management system and leading major accident/incident investigations.

About You:

A qualified, confident and motivated Health and Safety Practitioner, you will have the ability to effectively manage complex situations, establish Corporate and Directorate objectives and advising the Council on all health, safety and wellbeing issues. 

You will have good organisation and communication skills and recent experience of working in a public sector or multi-functional environment, leading a Health and Safety Team at a senior level.

You should have recent experience of advising senior managers, managers, employees and service users on health and safety matters and interpreting legislation, providing practical solutions.

Role Requirements:

The post holder is responsible for ensuring that the Royal Borough of Kensington and Chelsea discharge its statutory obligations in respect of the health, safety and welfare of its staff, service users and others affected by its undertaking.

To proactively manage with the Corporate Health and Safety manager, the delivery of services in the area of health and safety.  

To deputise for the Director of Operations as appropriate, but especially to ensure a high quality service is maintained at all times.

Lead in the development and implementation of policy and procedures ensuring a consistent approach to health and safety management across all Council Directorates/Services.  

To deliver a customer focused, high quality service in accordance with the agreed service specifications, business plan, service level agreements and the requirements of all relevant legislation.

To act as the Council’s competent person, providing a high level of technical advice and guidance to the Chief Executive, Executive Management Team, Directors, staff and team.

We work in partnership with Hampshire County Council (HCC) who deliver many transactional services on our behalf. Although most communications will be from HCC, all selection and appointment decisions will be made by RBKC. Certain services are shared across more than one Council area to nearby neighbouring Authorities. This enhances delivery and reduces costs.
