The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain's railways and the independent monitor of Highways England. We are here to ensure the network operates safely, reliably and provides value for taxpayers and customers.

About the role

This post sits within the Strategy, Planning and Policy teams within the Railway Safety Directorate. You will report to the Deputy Director of RSD and manage a team of two people.

You will be responsible for:

  • Driving the ongoing development of our Risk Management Maturity Model (available on our website) supporting inspectors and railway dutyholders in its use and widely promoting it across the industry. RM3 is an important pillar of ORR’s approach to health and safety regulation, and we will need to support our own staff in its consistent and effective use. The role will also lead on identifying how RM3, and the intelligence captured from its application, can be used more effectively and widely across our regulatory roles to better deliver our objectives;
  • Building and maintaining the Railway Safety Directorate’s capability. This role will be responsible for leading work across the organisation and its senior team in order to;
    • Manage our competency framework for our Health and Safety Inspectors, in accordance with our Strategic Risk Chapters (available on our website);
    • Ensure the Directorate’s wider competency management supports effective succession planning;
    • Manage the strategic direction for learning and development of our own staff, ensuring inspectors, specialists, policy and administrative staff are equipped with the skills, knowledge, experience and ability to be effective health and safety regulators;
    • Managing delivery of learning and development activities in the field of railway health and safety regulation;
    • Management of verification of trainee learning and development against professional competence frameworks (NEBOSH);
  • Managing and developing one Grade C and one Grade D; and
  • Be an effective leader and manager within the Strategy, Planning and Policy team, engaging across the team to support other projects to develop our organisation and continuously improve our performance.

Person specification

The post requires an individual with the ability to maintain and develop relationships with senior people in both ORR and the industry, inspiring confidence and commitment from stakeholders and working partners. The individual will conduct senior level meetings with industry, and within ORR, and will need the ability to inspire others with a clear vision for RM3 and the capability of the Directorate. This will require excellent written and oral communication skills, producing concise and accurate reports and publications.

The successful candidate will be able to plan projects, ensuring the contribution and consultation of internal and external stakeholders, and deliver to deadlines.

The successful candidate will have excellent emotional intelligence and inspire confidence and commitment in others, and in particular, with the trainee inspectors and trainee inspector assistants they will oversee.

You will be required to travel across GB.

Relocation information

We will be relocating our London office to 25 Cabot Square, Canary Wharf E14 5AB from September 2019.
