Health and Safety Advice and Guidance - Assist in the review and development of policies and procedures. Contribute to the provision of a competent, client focussed health and safety advisory service across the organisation to secure compliance with the Council's Health and Safety Policy and Safety Management System, legal requirements and best practice standards. Support the design, development and delivery of health and safety training and briefings to enable the Council to ensure that managers and employees have the necessary competency to fulfil their health and safety responsibilities. Create, develop and maintain effective working relationships with other Services in order to assist them in the promotion and application of Health and Safety requirements within their working environments

Monitoring Compliance - Monitor and review health and safety performance through audits, inspections, site visits, incident investigations to enable continuous improvement of health, safety & wellbeing in the Council and customer organisations. Maintain the Council's incident database and ensure that incidents requiring reporting to the Health and Safety Executive are done so in a timely fashion

Performance Management - Support the Health, Safety and Wellbeing Business Partner to measure health and safety performance throughout the organisation by collating, recording, processing and presenting data in accordance with statutory (Trades Union Consultative Groups) and service requirements (presentation at management level health and safety coordinating groups and relevant sub-groups)

Incident Investigation - Monitor and review health and safety performance through investigation of incidents, near misses and dangerous occurrences (including schools) so that appropriate investigations may be carried out and in appropriate circumstances, the relevant enforcing authorities can be notified.

Maintaining Professional Competence - Maintain competences so that knowledge of health and safety management, systems and workplace environments remains suitable and sufficient for the provision of effective and timely advice and guidance

Collaborative working - Work collaboratively with other teams and services located within the wider Human Resources service to identify and address areas of common concern / interest

Project Management - Assist in the delivery of appropriate health and safety projects as directed by the Health, Safety and Wellbeing Business Partner

Education, Qualifications & Training

Essential

National Examination Board of Occupational Safety and Health (NEBOSH) National Diploma

or National Compliance and Risk Qualification (NCRQ) Diploma in Applied Health and Safety

or equivalent'

Desirable

Chartered membership of IOSH or GradIOSH working towards CMIOSH

PTTLs/ AET or Train the Trainer

Evidence of Continuous Professional Development

Knowledge & Experience

Essential

Proven experience as a health and safety adviser within an organisation with a wide range of health and safety risks

Up to date knowledge of health and safety legislation and best practice and knowledge of effective health and safety management systems

Experience of developing implementing and operating sensible health and safety policies and procedures

Experience of developing and delivering targeted health and safety training

Experience of undertaking health and safety audits and developing improvement plans

Experience of assisting/cooperating with enforcement agencies e.g. HSE

Previous experience of incident investigation, management and follow up

Awareness of confidentiality issues and GDPR

Desirable

Experience of interpreting and advising upon the impact of new and complex legislation

Experience of developing health and safety guidance and providing advice on a wide range of health and safety issues

Experience of influencing and working with managers, employees and trade unions at all levels

Familiarity with local government structure and services preferably at county/unitary authority level

Experience of working in partnership with external suppliers

Proven experience of contributing to programmes or projects

Experience of advising with schools on health and safety matters
