Purpose of Job:

To ensure that the Council meets its obligations with regard to the health, safety and welfare of staff at work and anyone affected by the Council’s undertaking. To promote a positive and pro-active health and safety culture within the Council.

To act as the lead officer for the Council’s functions on emergency planning and civil protection. To inform and advise all Council departments on their role in emergency planning and civil protection and to co-ordinate that work.

Main Duties/Responsibilities:

  • Contributing to the development and implementation of the Council’s People Strategy in collaboration with the Head of Workforce, HR & Payroll Manager and Learning & Development Manager.
  • Participating in and contributing to the Workforce management team, looking for, proposing and delivering ways to develop the organisation, its services and ways of working. Sharing knowledge with the team and looking for opportunities to support colleagues and act as a sounding board.
  • Giving direction and providing advice on the Corporate Health and Safety policies, arrangements and projects.
  • Formulating, developing, implementing and continuously improving the formal health and safety policies, procedures and systems within the Council.
  • Providing detailed and specific advice based on the practical interpretation of legislation and guidance.
  • Give advice and guidance on any health and safety matters.
  • Have the ability to stop an activity should it be dangerous to carry on.
  • Ensure the effective investigation of all accidents, incidents and near misses, making recommendations for remedial action as necessary.
  • Ensure reports under RIDDOR are reported to the HSE within the required time limits.
  • Maintaining, developing and improving health and safety data collection and distribution systems
  • Monitoring accident and incident reports and providing a statistical analysis service for managers.
  • Monitoring and ensuring the Health and Safety Audit programme is operating effectively.
  • Monitoring and ensuring the co-ordination of common departmental arrangements e.g. First Aid, Fire Precautions, Bomb Procedures, EVAC Chair Procedures, Sharps Procedures, Confrontation Register. Developing new arrangements where required.
  • Liaising with and maintaining sound, respectful, professional relationships with other agencies such as Fire Service, HSE, Police etc.
  • Identifying Corporate Health and Safety training needs and devising, preparing material and delivering health and safety training courses.
  • Supporting and developing Health and safety consultation mechanisms.
  • Providing advice at planning, set-up and operation of Public Events and on general public safety matters.
  • Formulating, developing and implementing the Health and Wellbeing programme for the Council e.g. health checks, cancer screening, smoking cessation, stress etc.
  • Managing and controlling the physiotherapy and health projects budget.
  • Striving to improve the corporate PI on sickness absence through targeted projects e.g. manual handling, stress, workplace transport, work at height, health promotion.
  • Preparing material for use in the defence of claims or prosecutions against the Council. Attendance at Court where required.

Emergency Planning:

  • Managing the Emergency Planning function for the Council, ensuring that statutory obligations are met.
  • Managing and developing the Corporate Emergency Plan and its associated sub plans.
  • Taking the lead in implementing the relevant requirements of the Civil Contingencies Act.
  • Acting as the Council’s Liaison Officer for outside agencies such as the blue light services and LCC’s Emergency Planning Department.
  • Being the Council’s representative on County-wide emergency planning groups, working parties, liaison groups or similar.
  • Providing business continuity advice externally as required by the Civil Contingencies Act.
  • Working out of hours as called upon to assist the Council’s response to a major incident as part on an on call rota.
  • Ensuring the effective management of the Emergency Communication Centre.
  • The development and delivery of suitable training for staff.
